About our Speakers
John Crooks was named as Utilities Manager by the Shakopee Public Utilities Commission effective April 6th, 2010. Since 2001, Mr. Crooks has served as the Water Superintendent for Shakopee Public Utilities. During this time, Shakopee was one of the fastest growing communities in the metro area. Under the direction of Mr. Crooks, the water system serving Shakopee has increased in size from 8 to 18 production wells to meet the growing demands of our customer base which increased from 6,000 accounts to 10,500 accounts. Mr. Crooks has extensive experience in water supply management, long-term planning for utilities, utility rate development, and project management. In addition, Mr. Crooks presently serves as the Safety Director and Commission Secretary for Shakopee Public Utilities. Mr. Crooks lives in Prior Lake in an area served by Shakopee Public Utilities and has 3 children.
Samantha DiMaggio is the newly hired Economic Development Coordinator for the City of Shakopee. Since starting with the City in April 2013, Samantha has been involved with the recruitment and expansions of Rosemount Inc., Compass Datacenters, Shutterfly, Inc. and Datacard Group. Prior to joining the City of Shakopee, Samantha worked as a Senior Loan Officer for the Minnesota Department of Employment and Economic Development (DEED). Her primary responsibilities at DEED included project management as it pertained to the Job Opportunity Tax Credit Program (JOBZ), the Minnesota Investment Fund Program (MIF) and the Border Cities Program. She has also worked as an elementary teacher and in DEED's workforce centers, experiences which have helped fuel a passion for linking workforce development with her business development efforts. Samantha's career know-how and program familiarity has been an asset to the City of Shakopee’s economic development efforts. She has successfully applied for and received $2.4 million in state funds to facilitate business expansions in the City.
